Case Study Summary

The Canadian International Freight Forwarders Association (CIFFA) needed to develop a practical, scenario-based exam preparation program for customs professionals, with no equivalent course existing in the Canadian market. KnowledgeNow applied its association course development expertise to design and develop nine interactive modules built entirely around real-world customs scenarios, giving freight industry professionals practical preparation for the CIFFA Accredited Practitioner in Customs (CAPC) exam. Built with full accessibility compliance integrated throughout, the program launched in May 2026 as a new service offering for CIFFA's expanded membership base.

A New Accreditation Exam Preparation Program Ready for Launch

CIFFA's membership had historically focused on freight forwarders, and its training reflected that. Customs professionals, including aspiring customs brokers, had no dedicated practical program to develop their skills in a structured, industry-recognized format.

Existing customs training in the market was largely theoretical, and CIFFA saw a gap: professionals needed a way to experience what customs work actually looks like before committing to the lengthy process of becoming a licensed customs broker. A board-driven timeline meant the program needed to be developed and ready for registration promotion within a defined window, with launch preparation already underway before the course was complete.

KnowledgeNow worked with CIFFA's instructional designer and subject matter expert to develop nine modules built entirely from real-world customs scenarios. Rather than leading with theory, each module placed learners inside the decision-making experience of a working customs professional, using case studies, multiple-choice application questions, and practical exercises developed from scenarios provided by CIFFA's subject matter expert and reviewed for accuracy before development proceeded.

KnowledgeNow's project coordinator met with CIFFA's team twice weekly to track progress and maintain the timeline, and the course structure was established collaboratively at the outset to give clear guidance as content was developed in a non-sequential order. KnowledgeNow's accessibility specialist reviewed each module as it was completed, adapting graphics and interactions to meet WCAG 2.1 AA standards throughout development. Final Storyline files, images, and assets were handed off directly to CIFFA for integration into their custom LMS.

Nine modules were delivered on time and on budget, completing in approximately three months from project start in January 2025. The program launched in May 2026 as the CIFFA Accredited Practitioner in Customs (CAPC) exam preparation course, a new offering for freight and customs professionals that had no direct equivalent in the Canadian market. Learner registration opened ahead of the course launch date, confirming demand before the program went live.

The project introduced CIFFA's instructional designer to a more structured external development process, including accessibility practices she indicated she would carry forward into future course work. The module structure and scenario-based format are being considered as a model for expanding the program depending on learner feedback.

Frequently Asked Questions

How long does it take to develop accredited exam preparation training for a professional association?

The CIFFA CAPC exam preparation program, nine scenario-based modules built from scratch, was completed in approximately three months. Timelines depend on the number of modules, content readiness, and review cycles. KnowledgeNow works with associations to establish a realistic schedule at the outset, and manages progress through regular check-ins to keep development on track even when content arrives in a non-sequential order.

How does KnowledgeNow integrate an association's real-world scenarios into interactive eLearning modules?

KnowledgeNow works directly with the association's subject matter experts to develop scenario content grounded in real professional practice. For the CIFFA CAPC program, the subject matter expert provided customs scenarios and draft questions, which KnowledgeNow then structured into interactive modules, reviewed for accuracy, and developed in Articulate Storyline. The result is content that reflects how the work actually unfolds, rather than a theoretical overview.

What accessibility standards do KnowledgeNow's association training modules meet?

KnowledgeNow builds accessibility into the development process from the start rather than treating it as a final audit. An in-house accessibility specialist reviews each module as it is completed, addressing image descriptions, knowledge check design, colour contrast, and screen reader compatibility against WCAG 2.1 AA standards. This approach reduces rework and produces a more consistently accessible learner experience across the full program.

How does AI voiceover work in a professional credentialing context, and does it affect learner experience?

KnowledgeNow uses AI-generated voiceover as a practical production tool for associations with tight budgets and timelines. Voice quality continues to improve across the tools available, and the appropriateness of AI narration depends on the course context and the association's expectations for learner experience. KnowledgeNow reviews voiceover approach as part of project scoping and can advise on options that fit the budget and audience.

What does KnowledgeNow deliver at the end of a custom module development project, and how does it integrate with an association's existing LMS?

KnowledgeNow delivers completed Storyline source files, published SCORM packages, all associated image and media assets, and documentation of accessibility compliance. For the CIFFA CAPC program, files were transferred directly to CIFFA's instructional designer for integration into their custom LMS. Delivery format is confirmed during project scoping to match the association's technical environment and internal capacity.
