The Canadian International Freight Forwarders Association (CIFFA) needed to develop a practical, scenario-based exam preparation program for customs professionals, with no equivalent course existing in the Canadian market. KnowledgeNow applied its association course development expertise to design and develop nine interactive modules built entirely around real-world customs scenarios, giving freight industry professionals practical preparation for the CIFFA Accredited Practitioner in Customs (CAPC) exam. Built with full accessibility compliance integrated throughout, the program launched in May 2026 as a new service offering for CIFFA's expanded membership base.
CIFFA's membership had historically focused on freight forwarders, and its training reflected that. Customs professionals, including aspiring customs brokers, had no dedicated practical program to develop their skills in a structured, industry-recognized format.
Existing customs training in the market was largely theoretical, and CIFFA saw a gap: professionals needed a way to experience what customs work actually looks like before committing to the lengthy process of becoming a licensed customs broker. A board-driven timeline meant the program needed to be developed and ready for registration promotion within a defined window, with launch preparation already underway before the course was complete.
KnowledgeNow worked with CIFFA's instructional designer and subject matter expert to develop nine modules built entirely from real-world customs scenarios. Rather than leading with theory, each module placed learners inside the decision-making experience of a working customs professional, using case studies, multiple-choice application questions, and practical exercises developed from scenarios provided by CIFFA's subject matter expert and reviewed for accuracy before development proceeded.
KnowledgeNow's project coordinator met with CIFFA's team twice weekly to track progress and maintain the timeline, and the course structure was established collaboratively at the outset to give clear guidance as content was developed in a non-sequential order. KnowledgeNow's accessibility specialist reviewed each module as it was completed, adapting graphics and interactions to meet WCAG 2.1 AA standards throughout development. Final Storyline files, images, and assets were handed off directly to CIFFA for integration into their custom LMS.
Nine modules were delivered on time and on budget, completing in approximately three months from project start in January 2025. The program launched in May 2026 as the CIFFA Accredited Practitioner in Customs (CAPC) exam preparation course, a new offering for freight and customs professionals that had no direct equivalent in the Canadian market. Learner registration opened ahead of the course launch date, confirming demand before the program went live.
The project introduced CIFFA's instructional designer to a more structured external development process, including accessibility practices she indicated she would carry forward into future course work.
